c4db245bec Rewrite ConfigManager and server configs 
- Rewrites ConfigManager
- Adds DataTypes
- Changes "auth" and "logging" to use new AuthType and LogType types.
- ConfigManager now handles all config loading
- Remove AreaData and Server config.ini and command config loading.
